The country’s five-year economic development blueprint outlines a bold vision: to transform Malaysia into a technology-driven economy that develops innovations and delivers products and services proudly branded “Made by Malaysia.” This ambition aligns with the Madani Economy framework, which focuses on lifting economic potential, promoting social equity, and reinforcing good governance.
Driving Systematic Digital Transformation
The transition to an AI-powered nation will be underpinned by a systematic digitalisation strategy aimed at creating an inclusive and ethical AI ecosystem. Key sectors targeted for AI adoption include manufacturing, agriculture, healthcare, education, finance, security, housing, and public services.In manufacturing, AI will support automation, predictive analytics, and robotics to boost production of high-value goods. In agriculture, AI will enable precision farming and real-time weather forecasting, enhancing yields and reducing dependence on foreign labour.AI will also play a role in optimising renewable energy infrastructure through smart grid management and predictive analytics.
Building Talent and Digital Trust
To support this transformation, Malaysia plans to embed AI literacy early in education and invest in certification, upskilling, and reskilling initiatives. A stronger partnership between the public sector, industry, and academia will accelerate the development of a skilled local workforce.The government will also implement a national digital trust and data security strategy to ensure safe, ethical AI use and build public and business confidence.
Modernising Governance with GovTech
The 13MP highlights the role of AI in modernising public administration through a robust GovTech ecosystem. This includes using big data and AI to improve transparency, strengthen decision-making, and detect misconduct early.In the judiciary, AI will support more accurate rulings by analysing past legal cases in depth.
Collaborative Ecosystem and Innovation
The plan calls for strategic investments and collaboration through a “quadruple helix” model—linking government, industry, academia, and civil society—to drive innovation and resource sharing.Ultimately, Malaysia aims to position itself as a regional digital powerhouse, producing local innovations that enhance economic resilience and social well-being.“By focusing on inclusive and sustainable development, and building a strong AI ecosystem, Malaysia is set to become a leading digital technology hub delivering trusted ‘Made by Malaysia’ solutions,” the report concludes.
